Authorizes the sale or lease of property, that is not essential for the operation of certain rail service, after the acquisition of the property by the department of transportation.

Requires revenue received by the department of transportation from operating leases or other business operations on the Palouse River and Coulee City rail lines to be used for the refurbishment or improvement of the Palouse River and Coulee City rail lines.
