Requires the department of transportation to establish a rural mobility grant program to aid small cities and rural areas.

Creates the rural mobility grant program account.

Requires the state treasurer, at certain times, to transfer two million five hundred thousand dollars from the multimodal transportation account to the rural mobility grant program account.
