Modifies projects of statewide significance provisions relating to: (1) Performance of a coordinated and comprehensive review by local governments and state and federal agencies;

(2) Projected full-time employment positions required if the project will create jobs in rural and nonrural counties;

(3) Expediting the completion of projects; and

(4) Applications for designation as a project of statewide significance.
