Creates categorical exemptions under the state environmental policy act for: (1) Certain types of construction (expires December 31, 2012);

(2) Certain temporary farmers markets and mobile food venders; and

(3) Certain electric utility-related actions.

Requires the department of ecology to initiate rule making to adopt categorical exemptions and exemption levels consistent with the act.

Provides that the act is null and void if appropriations are not approved.
