Modifies provisions relating to the functionality of the state environmental policy act.

Creates the categorical exemption board to ensure that categorical exemptions and the environmental checklist process are updated periodically to reflect current conditions, to reduce duplicative rules and regulations, and to contain avoidable costs while still meeting environmental review objectives.
