Modifies provisions relating to the regulation of consumer loan companies and check cashers and sellers.

Authorizes the director of the department of financial institutions to: (1) Require certain licensees to use a multistate licensing system; and

(2) Informally settle complaints and enforcement actions with certain licensees.
