Requires the director of the department of licensing to implement a voluntary yellow dot program to assist owners and lessees of motor vehicles and their passengers, emergency medical responders, and law enforcement personnel in the event of a motor vehicle accident, a medical emergency, or any other interaction involving emergency medical responders or law enforcement personnel.
