Defines "large wild carnivore" which includes wild bears, cougars, and wolves.

Prohibits the department of fish and wildlife from paying more than two hundred thousand dollars per fiscal year from the state wildlife account for claims and assessment costs for injury or loss of livestock.

Prohibits a person from negligently or intentionally feeding or attempting to feed large wild carnivores or negligently or intentionally attracting large wild carnivores to land or a building.

Requires the fish and wildlife commission to set limits and conditions for the expenditures of the department of fish and wildlife on claims and assessments for commercial crops, livestock, other property, and mitigating actions.
