Requires state agencies, counties, and cities to identify the authors of documents created by the agency, county, or city in complying with the growth management act.

Prohibits the documents from being included in a record submitted to the growth management hearings board, if the agency, county, or city do not identify the author.

Prohibits the growth management hearings board from considering documents that are ineligible for submission to the board.
