Requires the department of social and health services to provide access to records and information retained or produced by the department's children's administration to the department of early learning.

Authorizes the department of early learning to use the records and information obtained from the children's administration for determining whether an individual is of appropriate character, suitability, and competence to provide child care and early learning services to children.
