Provides accountability processes and measures to evaluate new state programs.

Provides a means of substantive legislative review of unfunded programs in order to debate the merits of funding or repealing those programs.

Requires the state auditor to: (1) Publish a draft list on its web site of new programs funded by any appropriation or allotment of state funds during the previous fiscal year, and within sixty days after that publication, publish a final list of new programs on its web site; and

(2) Provide written notice of the publications to the appropriate legislative fiscal committees and to the office of financial management.
