Creates the gaming and liquor control commission.

Abolishes the gambling commission, the horse racing commission, the lottery commission, and the liquor control board and transfers their powers, duties, and functions to the gaming and liquor control commission.

Requires the department of enterprise services, in consultation with the office of financial management and the Washington state lottery, to establish and conduct a competitive process for the selection of a private sector entity to manage the state lottery.
