Requires diesel fuel sold or offered for sale in this state, for use in motor vehicles upon the highways of this state, to contain at least five percent biodiesel fuel or renewable diesel fuel by volume.

Requires biodiesel producers to keep records on the quantity of biodiesel produced and the quantity of biodiesel produced from agricultural and nonagricultural feedstock grown or produced in this state.

Exempts from disclosure under the public records act, biodiesel production and sales information that can be identified to a particular business.

Addresses civil penalties for violation of the provisions of the motor fuel quality act.

Eliminates the biofuels advisory committee.
