Authorizes certain transportation benefit districts to impose up to forty dollars of the annual vehicle fee authorized in RCW 82.80.140.

Authorizes counties to impose a local motor vehicle excise tax of up to one percent on the value of vehicles registered to persons residing within the county.

Changes the local option fuel tax rate on each gallon of fuel sold within the boundaries of certain counties.
