Requires the department of enterprise services to: (1) Develop a state policy on the purchasing and use of cellular telephone communications devices and services, the purchasing and use of state agency mailings, and the use of agency-based printing, to be applicable to all agencies of state government except institutions of higher education;(2) Develop a state policy on the acquisition of motor vehicles, to be applicable to all agencies and institutions of state government; and(3) Contract with commercial real estate brokers to negotiate new real estate leases and the renewal of existing leases on behalf of state agencies when the contracts will result in net savings in lease costs to the state and its agencies.Requires the office of financial management and the department of enterprise services to jointly establish a work group on central services rate methodology to examine the methods by which the costs of state agency central services are allocated among the agencies and institutions of state government.
