Establishes the Washington innovation industries enabling act to: (1) Accelerate the growth of industry clusters;

(2) Strengthen industry collaboration in innovation;

(3) Create jobs;

(4) Enhance public revenues; and

(5) Further the continued commercialization and manufacture of innovative products in the state and the promotion of the state's products and services nationally and globally.

Establishes the innovation industry program in the department of commerce.

Provides a business and occupation tax credit for contributions to certain industry development organizations.

Instituting policies to reduce the central service costs of state government.


(DIGEST OF PROPOSED 1ST SUBSTITUTE)


Requires the department of enterprise services to: (1) Develop a state policy on the purchasing and use of cellular telephone communications devices and services, the purchasing and use of state agency mailings, and the use of agency-based printing, to be applicable to all agencies of state government except institutions of higher education;

(2) Develop a state policy on the acquisition of motor vehicles, to be applicable to all agencies and institutions of state government; and

(3) Contract with commercial real estate brokers to negotiate new real estate leases and the renewal of existing leases on behalf of state agencies when the contracts will result in net savings in lease costs to the state and its agencies.

Requires the office of financial management and the department of enterprise services to jointly establish a work group on central services rate methodology to examine the methods by which the costs of state agency central services are allocated among the agencies and institutions of state government.
