Modifies provisions relating to compensation adjustments for government officials.

Provides that the act takes effect if the proposed amendment to Article XXX, section 1 of the state Constitution, authorizing salaries of state, county, and municipal officials to be diminished during the term of office, is approved by the voters at the next general election.
