Establishes a permitting work group to prepare a coordinated, multiagency strategy for permitting within the department of ecology, the department of fish and wildlife, and the department of natural resources.

Requires the departments of ecology, natural resources, and fish and wildlife to establish a tiered permitting system separately covering new construction and maintenance.

Provides an expiration of December 31, 2012, for the work group.
