Requires an enforcing authority to take reasonable action to determine and identify the person responsible for illegally dumping solid waste before requiring the owner or lessee of the property where illegal dumping of solid waste has occurred to remove and properly dispose of the litter on the site.

Requires a jurisdictional health department to use one-half of the litter cleanup restitution payment to: (1) Assist property owners located within the jurisdiction of the health department with the removal and proper disposal of the litter when the person responsible for the illegal dumping of the solid waste cannot be determined; and

(2) Fulfill its responsibilities.
