Establishes a Puget Sound salmon enhancement assessment for all salmon caught in Puget Sound under a commercial license.

Requires the director of the department of fish and wildlife to identify one qualifying organization to partner with the department in order to enhance the harvest opportunities for salmon and to undertake salmon enhancement projects.

Creates the salmon enhancement assessment dedicated account.
