Establishes the Colby Thompson act.

Increases the civil monetary penalty limit for certain family day care home violations.

Requires the department of early learning to: (1) Post on its web site a list of agencies subject to licensing that have not initiated the licensing process; and

(2) Send notice to an agency suspected of providing child care services without a license.
