Eliminates the state printer and requires the printer to coordinate with the department of general administration to sell or manage as surplus all equipment.

Requires the department of general administration to develop a plan for disposing of or leasing the state printing plant building.

Gives responsibility to the state treasurer for printing all state treasury warrants.
