Authorizes school districts to install and operate automated school bus safety cameras on school buses to be used for the detection of certain violations if the use of the cameras is approved by a vote of the school district board of directors.

Provides that certain sections of the act take effect only upon certification by the secretary of the department of transportation that the new statewide tolling operations center and photo toll system are fully operational.
