Starts a six-year process, beginning with the 2011-12 school year, to equalize salary allocations to school districts for state-funded staff pursuant to state basic education appropriation sections of the biennial budget.

Requires school districts to provide an annual report to the office of the superintendent of public instruction outlining the total compensation and taxable benefits it pays to each individual staff member it employs.
