Requires the department of general administration to: (1) Conduct a survey and compile the results into a list of which states provide a bidding preference on public works contracts for their resident contractors;

(2) Submit a report to the appropriate committees of the legislature on the results of the survey; and

(3) Distribute the report to all state and local agencies with authority to procure public works.
