Creates the department of fish, wildlife, and recreation as an executive branch agency. |
Transfers the following to the department of fish, wildlife, and recreation: (1) The law enforcement program and employees of the department of natural resources; |
(2) The pollution liability insurance agency (expires June 1, 2013); |
(3) The powers, duties, and functions of the department of fish and wildlife; |
(4) The powers, duties, and functions of the law enforcement program of the department of natural resources; |
(5) The powers, duties, and functions of the state parks and recreation commission; and |
(6) The powers, duties, and functions of the recreation and conservation office. |
Merges the pollution liability insurance program established by chapter 70.148 RCW (underground petroleum storage tanks) and chapter 70.149 RCW (heating oil pollution liability protection act) into the department of fish, wildlife, and recreation. Expires June 1, 2013. |
Transfers the reclaimed water program from the department of health to the department of ecology. |
Transfers the site use permit program from the department of ecology to the department of health. |
Requires the department of ecology to provide administrative and functional assistance to the Columbia River Gorge commission. |
Requires the secretary of the department of health and the directors of the department of ecology, the pollution liability insurance agency, and the Columbia River Gorge commission to each designate one executive-level representative to serve on a consolidation transition team. |
Requires the code reviser to: (1) Note wherever the director or department of fish and wildlife, the director or recreation and conservation office, and the director or parks and recreation commission is used or referred to in statute that the name of the department or office has changed; and |
(2) Prepare legislation for the 2012 regular legislative session that changes the appropriate statutory references. |
