Requires the parks and recreation commission, when a state park is temporarily closed due to budget constraints, to collaborate and cooperate with the local government, local park district, nonprofit organizations, and civic organizations in the area to determine the feasibility of having one or more of the entities perform routine maintenance on the temporarily closed state park.
