Provides for the reduction of greenhouse gas emissions from large coal-fired baseload electric power generation facilities.

Ensures appropriate cleanup and site restoration upon decommissioning of any facilities in the state.

Provides assistance to host communities planning for new economic development and mitigating the economic impacts of the closure of these facilities.

Requires the governor to: (1) Seek to enter into a memorandum of agreement with the owners of certain coal-fired baseload facilities; and

(2) Create a coal-fired electric generation facility transition advisory board.

Provides a contingent expiration date for the board and requires the governor's office to notify the code reviser's office of the final expiration date.

Requires owners of certain facilities to demonstrate during the facility's operation that sufficient funding will be available for closure and postclosure activities.

Requires the department of ecology to consult with the energy facility site evaluation council to harmonize the standards required under the rules.

Requires the community economic revitalization board and the public works board to solicit qualifying projects to plan, design, and construct public facilities and public works projects needed to attract new industrial and commercial activities in areas impacted by the closure or potential closure of certain facilities.

Requires the utilities and transportation commission, in any rate proceeding of an electrical company, to allow the company to recover the cost to acquire clean fuel transition power.
