Modifies provisions relating to the time period for preparation of six-year transit development plans and annual reports on the status of the state's public transportation systems.

Requires new state facilities, that are to be located within the boundaries of a public transportation system, to only be sited after the department of general administration has consulted with the respective public transportation system to ensure that the new state facilities are located in an area that is adequately accessible by transit service.
