Requires the department of fish and wildlife, the department of natural resources, and the parks and recreation commission to enter into contracts with local policing agencies for enforcement provisions on certain state-owned lands.

Prohibits the department of fish and wildlife, the department of natural resources, and the parks and recreation commission from employing department or commission staff for enforcement.
