Requires premiums, for children who are not eligible for federal financial participation under Title XIX or XXI of the federal social security act, to be in an amount equal to the average per capita cost of coverage under the state-funded children's health insurance program.

Prohibits enrollment, for certain children, from resulting in expenditures that exceed the amount that has been appropriated for the program in the operating budget.
