Requires the office of the superintendent of public instruction to establish interagency agreements with the state health care authority, the office of the insurance commissioner, and the office of financial management to provide a system allowing for voluntary enrollment in a new statewide K-12 employees' health benefits pool, beginning with the 2012-13 school year.

Requires the office of the superintendent of public instruction to convene a technical working group on K-12 employee benefits.

Provides that the act is null and void if appropriations are not approved.
