Requires, within existing resources, the departments of agriculture, ecology, fish and wildlife, and natural resources, the recreation and conservation office, the Puget Sound partnership, the conservation commission, and the parks and recreation commission, in consultation with the office of financial management, to develop and effectuate an ongoing process to identify, analyze, and, where appropriate, implement opportunities to achieve efficiencies in or improve the effectiveness of agency operations and resource management.
