Prohibits a person licensed under chapter 18.92 RCW (veterinary medicine, surgery, and dentistry) or chapter 18.240 RCW (animal massage practitioners) from leaving a pet animal with a choke chain unattended for more than a de minimis period of time.

Prescribes penalties.
