Requires the superintendent of public instruction to establish common components of the teacher and principal evaluation systems in order to assure fairness in the conduct of evaluations and comparability of evaluation results across the state.

Requires teachers and principals to have an individual professional growth plan that is informed by the results of the evaluation and designed to assist the teacher or principal in increasing skills and competencies identified in the evaluation.
