Modifies irrigation district provisions relating to: (1) Exemption from publication notices when the value of the property to be sold or leased is less than ten thousand dollars;

(2) Increasing the time to fix a hearing for adding certain land to an irrigation district; and

(3) Requirement of the treasurer to provide a list of properties that may be subject to foreclosure for delinquent assessments to the board of directors before preparing a certificate of delinquency.
