Requires the superintendent of public instruction to take the lead in developing openly licensed courseware aligned with the common core state standards and placed under a Creative Commons attribution license that allows others to use, distribute, and create derivative works based upon the digital material, while still allowing the authors or creators to retain the copyright and to receive credit for their efforts.

Expires June 30, 2018.

Allocates one and one-half percent of the amount otherwise allocable to school districts for curriculum and textbooks under RCW 28A.150.260(8) to be allocated to the office of the superintendent of public instruction solely for the development of openly licensed courseware.
