Requires county treasurers to remit money received from certain violations relating to the display of the discover pass, the vehicle access pass, and day-use permits to the state treasurer.

Requires the state treasurer to deposit the money in the recreation access pass account.

Modifies appropriations for the state parks and recreation commission.

Requires the parks and recreation commission, if it reduces staffing levels to meet the appropriated levels, to first prioritize staffing reductions from vacant positions, headquarter and regional staff, and construction and maintenance staff, to the greatest extent possible, before reducing park ranger and enforcement officers.
