Authorizes tolling on the Alaskan Way viaduct replacement project to help: (1) Finance the project; and

(2) Maintain travel time, speed, and reliability on the portion of state route number 99 that would be replaced by the project.

Creates a special account to be known as the Alaskan Way viaduct replacement project account.
