Designates the Columbia river crossing project as an eligible toll facility.

Authorizes the tolling authority, for the Columbia river crossing project, to enter into agreements with the Oregon state transportation commission regarding the mutual or joint setting, adjustment, and review of toll rates.

Requires the tolls to be charged only for travel on the existing and replacement Interstate 5 Columbia river bridges and prohibits tolls from being charged for travel on any portion of Interstate 205.

Prohibits the total cost of the Columbia river crossing project from exceeding 3.413 billion dollars.

Creates a special account to be known as the Columbia river crossing project account.

Provides a contingent effective date.
