Provides funds for the operation and maintenance of the state's transportation system.

Increases fees for the following: (1) Abstracts of a driver's record;

(2) Certificate of ownership application;

(3) Original issue and replacement motorcycle plates;

(4) Vehicle dealer original license;

(5) Vehicle dealer license renewal; and

(6) Records of traffic charges.
