Establishes the Walla Walla state veterans' home for veterans and their spouses who meet certain admission requirements.

Takes effect upon certification by the director of the office of financial management that sufficient and specific funding has been provided by June 30, 2012, in the omnibus capital appropriations act for the state funds required by the United States department of veterans affairs state home construction grant program.
