Limits the rates paid to providers for medical services for incarcerated offenders and increases the copay on medical services.

Authorizes the department of corrections, under certain circumstances, to act on behalf of an inmate for purposes of applying for medicaid eligibility.

Authorizes the secretary of the department of corrections to enter into contracts with certain parties to provide behavioral health and chemical dependency treatment care to inmates.
