Requires the workforce training and education coordinating board to: (1) Evaluate the use of workforce investment act funds for layoff aversion; and

(2) Collaborate with the employment security department in determining the best practices in the use of the funds.

Requires the employment security department to detail for local workforce development councils the opportunities to use, and the best practices in the use of, workforce investment act funds for layoff aversion.
