Requires the public employees' benefits board, as a pilot project during the 2013 and 2014 plan years, to offer employees enrolled in a self-insured health plan the option to receive primary care services from a direct patient-provider primary care practice.

Limits enrollment to no more than two thousand members living in King and Pierce counties.
