    On page 7, after line 5, insert the following:

    "NEW SECTION. Sec. 8. Section 6 of this act applies both prospectively and retroactively."

    Renumber the remaining sections consecutively and correct any internal references accordingly.

    Correct the title.

EFFECT:   Specifies that the Washington Health Benefits Exchange's exemption from the Business and Occupation tax applies both prospectively and retroactively.
