EFFECT:   Removes language that provided incremental increases in the penalties for smoking in a vehicle that is carrying a minor——as a verbal warning through December 31, 2014, as a secondary infraction from January 1, 2015, through December 31, 2106, and finally as a primary infraction beginning January 1, 2017.
