    On page 3, after line 27 of the amendment, insert the following:

    "(5) No third-party vendor may serve or offer to serve the customers of a consumer-owned utility as defined in RCW 19.280.020, unless the third-party vendor has a contract with the utility's governing board to serve the utility's customers."

EFFECT:  Prohibits third-party vendors from serving or offering to serve customers of a consumer-owned utility unless the third-party vendor has a contract with the utility's governing board to serve the utility's customers.
