    On page 158, after line 3, insert the following:

     "(11) For academic years 2013-2014 and 2014-2015, the governing boards of each institution are authorized to increase student activity fees by amounts judged reasonable and necessary by the student activities board and the governing board of each institution consistent with the budgeting procedures set forth in RCW 28B.15.045."

     Renumber the remaining subsection consecutively.

EFFECT:  Authorizes governing boards of each public baccalaureate to increase student and activity fees at levels not linked to tuition increases.  

FISCAL IMPACT: No net change to appropriated levels.
