"NEW SECTION. Sec. 10 The legislature finds that the most
beneficial partnership for Washington's state parks would be a
partnership between the purchasers of discover passes and day-use
permits and the general public through the state's general fund to
provide adequate financial support for the state park system. To
effectuate this partnership, a dollar to dollar match of sales of
discover passes and day-use permits with general fund dollars is hereby
created.

state treasury. Except as otherwise provided in this chapter, all
receipts from user fees, concessions, leases, donations collected under
RCW 46.16A.090(3), and other state park-based activities shall be
deposited into the account. The proceeds from the recreation access

general fund pursuant to section 14 of this act, and amounts received
