    On page 2, one 35 after "commerce" insert the following:

    "The application must include a detailed analysis of the project that demonstrates that the project is qualified to be designated as a project of statewide significance, as well as a summary of both the beneficial and adverse impacts of the project to the local community, to the region, and to the state.

EFFECT: The application to the Commerce Department for designation as a project of statewide significance must include documentation of the project's eligibility for designation as well as a summary of beneficial and adverse impacts of the project.
